Since the early 1990s, the Polish tax system has been gradually reformed, with the intention of encouraging investment in Poland and so creating of jobs. Tax system reforms have been supported by process of the adapting and harmonising Polish law with EU law.The Polish tax system distinguishes 12 types of taxes. * Nine direct taxes: a) corporate income tax (CIT), b) personal income tax (PIT), c) tax on civil law transactions, d) real estate tax, e) tax on means of transport, f) inheritance and donations tax, g) agricultural tax, h) forestry tax, i) tax on dogs * Three indirect taxes: a) tax on goods and services (VAT), b) excise duty, c) game tax. The corporate income tax (CIT) is, besides VAT, the most important tax levied on activities of legal persons in Poland. This is a flat-rate tax, generally imposed on income. The basic corporate income tax rate is 19% of the tax base. 19% tax rate is also applicable to incomes from dividends and other incomes (revenues) from participation in profits of legal persons having their seat in Poland. Natural persons in Poland are subject to income tax calculated in compliance with a progressive tax scale, differentiating following income thresholds, i.e., 18%and 32%. However, there are exceptions to this rule. Under certain conditions natural persons conducting business activitycan tax their income with a flat 19% tax rate or according to provisions regulating lump-sum taxation included in a separate tax act. Flat tax rates are also envisaged in case of certain incomes in a form of capital gainsand lump-sum taxation is applicable to certain incomes obtained by non-residents and other privileged groups of taxpayers. VAT was introduced in Poland in 1993. Since 1 May 2004 it has been harmonized with the common system of VAT binding in the Member States of the European Community.
